State Department Releases Religious Freedom Blacklist

The State Department headed under Secretary of State Hillary Clinton released this week the religious freedom violator blacklist designated by the Bush administration in January before leaving office.

Former Secretary of State Condoleezza Rice re-designated the same eight countries named in 2006 – Burma, Eritrea, Iran, North Korea, the Peoples Republic of China, Saudi Arabia, Sudan, and Uzbekistan – as “Countries of Particular Concern” (CPC) on Jan. 16.

The list was not made available until this week after an inquiry by the U.S. Commission on International Religious Freedom (USCIRF).

Being named a CPC is the worst label a country can receive from the United States for religious freedom violations. The designation can result in a wide range of U.S. actions against the country in attempt to improve its religious freedom record, including sanctions.

USCIRF, a bipartisan government agency that monitors religious freedom status around the world, was critical of the latest CPC list for not adding any of the countries it had recommended. It also voiced dissatisfaction that although Saudi Arabia and Uzbekistan were designated CPC, the Bush administration had given them waivers.

USCIRF had recommended in its 2008 Annual Report for the State Department to add Pakistan, Turkmenistan, Vietnam, and Iraq to the eight countries already designated as CPCs.

“The Commission is disappointed that Secretary Rice refused to designate any new countries and that waivers were granted for both Uzbekistan and Saudi Arabia,” said Felice Gaer, USCIRF chair, in a statement. “Religious freedom conditions in Uzbekistan and Saudi Arabia are appalling and a specific U.S. government response is required.”

Saudi Arabia is known to practice the strictest form of Islam, Wahhabism, and stands out among Islamic states for its extremely harsh laws against all religions other than the Wahhabi branch.

Investigation have also shown that it spends millions each year disseminating Islamic teachings - including religious literatures that teaches students to hate “infidels,” or non-believers – around the world.

The country also has severe human rights abuses including a legal system with punishments such as flogging and amputation.

Saudi Arabia has been a CPC since 2004, but has received a waiver, or essentially a pass, each year.

USCIRF had sent a letter to Secretary of State Hillary Clinton in February expressing the Commission’s concern, including the State Department’s failure to designate CPC’s. The State Department has not released a new CPC list since 2006. The list released this week occurred after the Commission’s inquiry.

“State Department efforts to negotiate with certain countries to bring about improvements in religious freedom certainly might be an appropriate reason for delaying CPC designation, but the Commission concludes that the State Department should have acted years ago in the case of a number of the countries our Commission recommended for CPC designation, under our statutory authority,” Gaer said.

“As it reviews the previous Administration's CPC designations, we hope the Obama Administration will recognize the added value that CPC status can bring to American public diplomacy on human rights.”

The International Religious Freedom Act of 1998 (IRFA) requires an annual State Department review by Sept. 1 of each year. Although the IRFA does not set a specific deadline for CPC designations, decisions are based on the annual review and therefore is expected to come soon after, the Commission pointed out.

USCIRF noted it is “problematic” for the State Department to release a CPC list after a more than two-year delay.

    wow, this is hardly a comprehensive look at all of the countries where religious persecution is a reality. I can think of three off the top of my head where believers have been killed for their faith in the last year: India, Indonesia, Nigeria. Just goes to show that whatever the american government does will be politically motivated and american christians should not rely on it's government to represent the extent of their concern and should not limit their awareness to only what directly affects the united states as a nation. His kingdom first.

    So we have communism and socialism which is a totalitarian government (government in which one person possesses unlimited power) and democracy which is a government by the people, for the people, and of the people. Yeah....I see how similar those are. LOL.

That is a malevolent fiction propagated by those who would deny women their right to NOT reproduce." Wow. You really need to keep up on the issue. Obama is trying to rescind the "Conscience clause", which would force medical staff, who are qualified, to perfom abortions even if it went against their moral beliefs. Try to keep up. hide

    Prophet - Socialism is to Capitalism as Communism is to Democracy. Socialistic ownership of property does not require a totalitarian political regime. The concepts are quite different actually. Stalinist Russia was communist politically (ruled by a ruling class) and socialist economically. Scandinavian countries are democratic/monarchies politically and socialist economically, but no one in their right mind would consider them to be communist.

    But perhaps that is beside the point. What is funny to me is how American Christians are so anti-socialist when in fact the Jesus of the gospels seems to me to have been somewhat of a socialist himself. And there is really no two ways to read the history of the early church in Acts, who lived communally! For the record, I am not a socialist and am appalled by some of the measures that are being taken right now, but then again, as someone who does not declare to be a Christian I have no obligation to try to reconcile my socio-economic/political views with any one set of ancient documents and teachings.

    smbga - If it's of any consolation, I will give you my estimate of the number of people who will be caught up in the clouds: 0. If you take a bit of time to look back at the multiple religions that preceeded Christianity, you will see how much of the beliefs in Zeus, Ra, etc came to fruition. Why should Christianity, which came onto the scene in the last 10% of the 60,000-year timeframe since genetic research shows humans to have migrated out of Africa, be any different. What would you have to say about all those poor souls who lived in the first 56,000 years before God created Adam in Genesis?

    Here's a little bit about what our fledgling socialist goverment is up to.

    Forcing medical personnel to perform abortions against their will.

    Socializing medicine (which will give the government all the power over it).

    They've already tried to outlaw homeschooling. Actually, that was a state government that did that, but it's a shadow of things to come.

    Removing all traces of religion from public places.

    Just to name a few...

    The United States is hardly one to talk. The United States government constantly violates its own Constitution by using government buildings as locations for monuments to Protestant Christianity. Some Christians keep fighting to get religious dogma into Biology classes in our schools. Many American Christians constantly fight against those who are trying to establish the separation of church and state that the founders of the nation envisaged over 200 years ago. Most Evangelical Christians pine for the type of theocratic coercion that all these black-listed nations currently have. And the average American Christian is supportive of measures which discriminate against those of no religion. The only thing that has improved in the last century is that it is now no longer socially acceptable to be bigoted towards other Christian denominations, or against rival religions like Judaism, Islam, and Hinduism.

    Christian. In a lessor leavel, some of the countries
    of the world are supressing the fundamental human liberty
    of religious freedom through double sword. They
    promote their own religion through force, and terrorize
    the other relgions through terror.

    If the u.S. won't take the lead to change this
    religious bigotry, and colonialism on the other hand;
    who will take the leadship?

    ok I shall make it clear - TRUE CHRISTIANITY is not a religion. What they are trying to do is make any religion acceptable and no religion completely right. Yet even in religion there is compromise as they are doing with the Saudi's and their religious hatred. As long as they have the money the other religions who are not directly effected can turn their eyes and look another blind eye away from the inhumanity of allowing religion happen for religious freedom sake. The problem is America is now sleeping with the devil in so many ways they can no longer tell who the devil is and who the Lord is - but soon come my friend the Lord is revealing Himself just fine. I keep saying PRO 1:22-33
