Virginia Gov. Approves Law Requiring Schools to Teach Benefits of Marriage

The Virginian governor has signed legislation requiring local schools to teach the benefits and value of marriage as part of the state Board of Education's Family Life Education program.

Gov. Tim Kaine on Tuesday signed into law SB 827 and HB 1746, which broadens the range of topics covered by the family life education curriculum in grades K through 12 to include instruction on "the benefits, challenges, responsibilities, and value of marriage for men, women, children, and communities."

The legislation was introduced by Senator Ralph Smith (R-22, Botetourt) and Delegate Brenda Pogge (R-96, Yorktown) based on the recommendation of The Family Foundation’s 2007-2008 Marriage Commission. The commission found that current requirements for the FLE program asked students to describe difficult family situations including financial problems, separation or divorce, injury or death, the loss of job and the birth of a baby.

The Commission recommended that the FLE guidelines be amended to require the teaching of the positive effects of marriage.

The legislation would help to reverse declining marriage and climbing divorce rates in the state, according to The Family Foundation president Victoria Cobb, who called it the group's highest priority legislation supporting marriage.

On Wednesday, she sent an e-mail asking supporters to thank the governor for backing the law.

According to Brad Wilcox, professor of sociology at the University of Virginia and a member of The Family Foundation’s marriage commission, "Research shows that children who grow up in an intact, married family are about 50 percent less likely to experience serious psychological, academic, or social problems as children or young adults, compared to children who grow up in single or step-families."

Kaine has also signed legislation that requires local school boards to better notify parents regarding what is being taught in Family Life Education so that parents can make a more informed decision about whether their kids should participate in that class.

    Good morning all,
    I do agree with what several on here have said already. Teaching and learning about marriage must take place at home. I have done some teaching in my past, and although schools can certainly model ideals for society, they only have the youngsters for about 7 hours a day. In my work as a Christian counselor, I have seen many families who struggle, but it is the families who keep God and their vows as a focal point that ultimately make the most progress. It is so sad how marriage is modeled for many of our youth today, and to be quite honest, I am more outraged by the passe marriages of our "celebrities" than anything else we allow in a marriage discussion.

    If parents model a good marriage, no teaching is required. If the marriage is a nightmare, no teaching will overcome the scar it leaves. Fortunately, many survivors of toxic families do go on to build good families of their own. I doubt schools will have much impact either way.

    I think this may be another one of those feel good laws that actually accomplishes very little. Who and how are we to determine that someone is qualified to truly teach the benefits of marriage? And from what perspective should its benefits be espoused? From a religious view, a psychological one, a medical one, all of the above plus whatever else we tack onto this law?
    The parents should be teaching this at home through their words and their actions. How effective is the teacher's lecture when the parents fight (either verbally and/or physically), divorce, cheat, lie, and otherwise inflict misery upon their spouse?
    I continuously hear and read how people are displeased in what and how our schools teach, but yet we continue to place additional assignments and responsibilities upon them. And yet we blame them when scholastic scores are down.

    roll - I respectfully disagree. There are some cases where the line may be blurry as far as the motivation of a crime, but it is also possible a crime has more than one motivation, or the motivation is very clear. As in the case of lynching, or wartime genocidal rape to 'clean' out a particular people - these indeed are hate crimes. I believe in the case you mentioned it was proven that the gentleman's orientation was a key factor in the crime. Nevertheless, hate crimes exist... and they are growing in many areas.

    VIRGINIA should not have any interest in advancing the HOMOsexual deviant lifestyle. Traditional marriage IS the only ONE. Jesus Himself stated as much - "In the beginning God created male and female to be married" So might suggest that based on this, the HOMOsexuals should just FADE AWAY!!! BYE!!!!

    Don't kid yourself; "hate" crimes are nothing more than a way to add to the liberal pious arsenal of thought policing and intimidating people. How can you determine the motive of ones attacks. Hate crime legislature came out of the Wyoming killing of gay individual. The motive was robbery, but the gay community claimed it as their own; fought to have "hate" legislated and now the word "hate" is their rally cry. Now, if you even so much as look at a homosexual cross-eyed, you're labeled as a hater. It's a shame.

    Hate crimes are 'bias motivated crimes' Rollin4him. For example, a crime against someone because they are of a particular race, would be considered a hate crime. Hate crime is the type of crime being committed.

    In Virginia, it is same-sex marriage is banned - both constitutionally and legally. Virginia is a very long way from reconsidering the marriage issue, if it will at all in our life times. See: VA. CODE ANN. §15-8; VA. CODE ANN. §20-45.2; VA. CODE ANN. §20-45.3; VA. CONST. Art. I, §15-A. Nor does the law provide for protection against hate crime or discrimination.

    I would think that by teaching the benefits of marriage would only strengthen the case to legalize same-sex marriage.

    That is, unless one has absolutely no sense of ethics or logic.

    Though as a whole this is great news. This great governor and the reps in this state are going in the right direction, but how in the world can you teach the benefits of marriage entirely without bringing in the Creator of marriage?
