Yes they mean that people reading the Bible sought words to express their theological understanding. Since the Bible did not contain words exactly expressing their belief, they developed words such as trinity and rapture to express how they understood the Bible. This was done by many groups in the first three centuries AD then the others were suppressed to a great degree and declared heretics.

Maybe they will run Al Mohler's article on the Virgin Lips movement. (no kissing until you get to the altar). Mohler wrote quoting a newspaper article but made it seem like a lot of people were involved.
