Actress Amanda Bynes arrives at the 2009 MTV Video Music Awards in New York, September 13, 2009.

Actress Amanda Bynes' car was impounded on the morning of Sept. 16 in Burbank, Calif., after police pulled her over for driving on a suspended license.

"I can confirm that Amanda Bynes was cited at approximately 8.20 a.m. Sunday for driving with a suspended license. Her car was impounded and she received a misdemeanor citation. She was not arrested. I believe she was by herself," Victor Gill of the Burbank Airport Police told People.com.

The 26-year-old Nickelodeon star had her license revoked by a Los Angeles judge on Sept. 12 after she had two hit-and-run incidences, one in April and one in August. The April hit-and-run charge was coupled with a DUI charge after Bynes reportedly sideswiped a police cruiser in Los Angeles.

Additionally, Bynes was photographed driving just last week on a suspended license. The actress appears in the photo to be smoking out of a marijuana pipe, although she has reportedly been telling friends that the substance was tobacco.

Bynes' reckless driving record is suspected to be a result of some sort of substance abuse, especially since she was suspected of being under the influence in the April police car crash, although she refused to take a Breathalyzer or blood test.

"Amanda is refusing to go to rehab or seek any form of psychiatric treatment or diagnosis, because it's clear something is up with her," a friend of the actress told Radar Online.

"She has been told by her agent and her dad Rick that she has substance abuse issues and needs to get help. She's a lost little girl right now," the source added.

Close friends of Bynes told TMZ that the actress argues the claims of her faulty mental state are being "blown way out of proportion."

Bynes is known for her roles on the WB's "What I Like About You" and the films "Easy A" and "She's the Man."
