Executive producer Bruno Heller said during the WB/DC TV panel in San Diego Comic-Con on Saturday, saying that while Season 1 "was very much about old-school Gotham," Season 2 will be "the rise of the villains."

Also present in the event is showrunner Danny Cannon who went on to explain that the new bads arise "when people start to feel power within themselves and don't feel the urge to answer to morality."

Given the situation, do-gooder Detective James Gordon (Ben McKenzie) could use some reinforcements.

"As the villains rise, there's an arms race, and the good guys have to increase their force as well," McKenzie teased. "There'll be new heroes introduced."

As for the mainstay villains, actor Robin Lord Taylor said that his infamous character Oswald Cobblepot/Penguin will be "prepared to fight to stay up there." The new breed of villains should brace themselves as "it's never a smooth ride with Oswald!"

Camren Bicondova meanwhile shared some insights about Selina Kyle/Cat. According to the young actress, the new season will see her "trying to figure out where she stands, whether she's a bad guy or good guy." While exploring the dichotomy of the character, fans will be able to get a glimpse on "a big part of her background."

Needless to mention, viewers of the hit series will also find out how the master-butler relationship between Alfred (Sean Pertwee) and the young Bruce Wayne (David Mazouz) plays out in Season 2.

Pertwee shared that "more of a contract is being drawn" between them, now that a big part of the family's secret was being revealed. Bruce will undergo further training from the ex-marine while a "more adult relationship out of mutual respect and understanding" will develop between the two.

"Gotham" Season 2 returns on air this Sept. 21, at 8 p.m. on Fox.
