Based on the 2006-2007 Marvel Comics crossover storyline, entitled "Civil War," (written by Mark Millar and penciled by Steve McNiven), Tony Stark will pit against Steve Rogers (Chris Evans) as they find themselves on a disagreement over the U.S. government's Superhero Registration Act.

The Act forces any superheroes or individuals having superhuman abilities to reveal their complete identities and whereabouts. The law also required them to procure licenses from the federal government before they do their "superhero jobs."

The patriotic Rogers doesn't like the program, indicating its threat to the civil liberties of the American people. On the other hand, Stark shows support to the act. This is where the conflict between the Avengers heroes escalates.

In the comic books its revealed that Iron Man, who teamed up with Mr. Fantastic and Henry Pym, stipulated that the law is reasonable for heroes in gaining proper training and oversight.

Meanwhile, Captain America was sided by Luke Cage and Falcon in his goal of maintaining the aspect of secrecy among heroes in order for them to protect their "normal" lives with their families and relatives.

The paper fiction concluded the story with Captain America fallen in the Civil War.

On the same note, Variety cited Marvel Entertainment posting in their Twitter account a teaser for the Civil War comicbook film reboot.

"#CivilWar #1 -- Summer 2015," the caption read.

"Captain America 3" is still yet to be titled. Insiders reported that production for the third installment will begin in spring, just in time for a May 6, 2016 release.
