"She's one of those congresspeople who are not part of the regular political system. [She] says what she thinks and that's what's appealing to people about her. She comes out of nowhere and is thrust into the spotlight. Part of it is that she's not fully prepared for the attention that she's getting," the actress said.

Kudrow also shed some light on why Josie would turn to Olivia Pope to help her cover up the fact that she had a baby as a teenager.

"She's just looking for scandal management. She doesn't want to address it all and keep it private because there is a child out there and she wants to respect that person's privacy," Kudrow said.

As for what's next for Josie, Kudrow explained that there is some disagreement and perhaps fighting ahead.

"She's going to stick with her down home persona of what you see is what you get. She doesn't always agree with Olivia Pope's strategy, which, as a viewer, I don't get because Olivia Pope is always right. I'd be playing something and be like, 'Why am I arguing with her? It's Olivia Pope!'" the actress said to TV Guide.

"Scandal" airs on ABC at 10/9c on Thursdays.
