House Approves Bill to Create 'International Abortion HQ'

The U.S. House of Representatives has passed a controversial bill that pro-life groups say would promote abortion around the world on the taxpayer's dime.

Congressional representatives voted 235-187 to approve H.R. 2410 on Wednesday, with 11 members abstaining.

The bill, known as the "Foreign Relations Authorization Act," would create a new Office for Global Women's Issues that would "coordinate efforts of the United States Government regarding gender integration and women’s empowerment in United States foreign policy."

Concerned Women for America’s Legislative Action Committee called the legislation the "Ambassador for Abortion" bill because it would designate "ambassadors" to implement "women's empowerment" programs internationally.

Dr. Charmaine Yoest, president and CEO of Americans United for Life Action, meanwhile, said if the act becomes law, “it will be a grave injustice to women around the world.”

"Our elected representatives have no business using the diplomatic strong-arm of the United States to avidly promote abortion expansion overseas and undermine pro-life laws around the world," she stated. "I call on the Senate to reject this proposal."

A tide of other pro-life groups – including National Right to Life Committee, Family Research Council and Susan B. Anthony List – have voiced opposition against the bill, saying it would work to undermine pro-life laws in other countries.

According to the groups, the Office would be an international headquarters for abortion of sorts. Pro-lifers recalled a recent testimony of Secretary of State Hillary Clinton before the Foreign Affairs Committee, to whom she said the administration would protect women's rights to reproductive health care, which includes access to abortion.

They also say the bill is riddled with other problem areas, such as the promotion of homosexuality abroad.

The measure would help advance a priority of the State Department to pressure other countries to overturn laws that restrict homosexual and transsexual behavior and would force the nation's Foreign Service workers to undergo "sensitivity training" on the issues of "sexual orientation and gender identity," according to FRC president Tony Perkins.

In the two days prior to the House vote, supporters of Susan B. Anthony List sent over 7,000 letters urging Representatives to oppose the measure unless it contained text to prohibit abortions.

Though there were several attempts to include language in the bill that would restrict abortions, all were defeated.

Representative Chris Smith (R-NJ) had offered an amendment – backed by many pro-life organizations – that would prohibit the Office of Global Women's Issues from promoting abortion aboard. The amendment was rejected by the House Foreign Affairs committee and then blocked from a full House vote by the Rules Committee.

Despite protests by the pro-life community, human rights watchdog Amnesty International has called on the Senate to approve the bill, saying it would create a permanent State Department office that would focus on preventing epidemic levels of violence against women worldwide.

Humanitarian organization CARE also supported passage of the bill because it contains provisions to reduce child marriage worldwide.

The legislation is currently headed to the Senate Foreign Relations Committee.

    It's been a long time since I experienced that. My kids are 16 and 11. I know you've been told this before, but it's true. Enjoy every second with them. Before you know it, they'll be graduating high school. Even the "annoying" things they do. My daughter likes to drag out a million things and play restaurant or hotel or something. Then she leaves the mess. We have to get on her to clean it up, and my wife gets frustrated. I tell her "The day will come when you will go into the living room hoping to find a mess....and it won't be there. Then you'll miss her." Whenever there's a mess at our house I think "Ah, my kids are still at home with us." And I smile.

    Actually, we've been planning a small business for 4 years now. So, I actually do know quite a bit about what is not available for small business. Ain't it amazing what a few years of research will do for ones knowledge? Now, if I wasn't a white male there might be a little bit more to get me started but not much after that.

    Nice try but until a baby is born it is physically attached to it's mother and is physically part of a citizen. Your arguement is like saying everything buy my left arm is a citizen. Being attached to the mother it is to be protected as part of the mother.

    You know what really shows how involved the U.S. is in foreign made products? Last 4th of July I was at a parade in a neighboring town. A particular float came by with people handing out minuature American flags. I looked at the piece of wood the flag was attached to. A nice little sticker saying "Made In Taiwan" staring back at me. I pointed that out to the guy sitting next to me. He said "That's nothing. The flag I have flying from my house was made in Taiwan, too."

    Even our own flag isn't made in our own country. Sad.

Even our "domestic" automobiles have many of their parts made in foreign countries. Even our beloved Harley Davidson uses foreign made parts."

    Ever heard of the trade deficit? That would be where cheap labor overseas replaces our American workers here at home and makes us into a "service" country rather than a "product" country. This is why we have a trade deficit. We bring in more products than we export.

    There are no where near enough programs in place for small business. The truth is it's the tax issue that hits the hardest. Our small business is taxed more than the big boys just like the small guy pays a higher % of their income to tax than the rich people who write everything off and pay next to nothing.

    foreign countries that is based on actual or perceived sexual orientation and gender identity."; and (2) in section 502B(b) (22 U.S.C. 2304(b)), by inserting after the eighth sentence the following new sentence: "Wherever applicable, violence or discrimination that affects the fundamental freedoms, consistent with United States law, of an individual in foreign countries that is based on actual or perceived sexual orientation and gender identity.".

    (d) TRAINING FOR FOREIGN SERVICE OFFICERS.
    Section 708(a) of the Foreign Service Act of 1980 (22 16U.S.C. 4028(a)) is amended-(1) in the matter preceding paragraph (1), by inserting "the Secretary for Democracy, Human Rights and Labor," before "the Ambassador at Large"; (2) in paragraph (2), by striking "and" at the end; (3) in paragraph (3), by striking the period at the end and inserting "; and"; and (4) by adding at the end the end the following new paragraph: "(4) instruction, in courses covering human rights reporting and advocacy work, on identifying violence or discrimination that affects the fundamental freedoms, consistent with United States law, of an individual that is based on actual or perceived sexual orientation and gender identity.".

    You may not realize it, but women in most of the world are not treated with equality and dignity. CWA sees this bill only in terms of abortion. That is only one issue facing women world wide. Lack of womwen specific health care, infant mortality, in some Islamic countries a divorced or widowed woman cannot earn a living or get education. Girls are denied schooling in many nations. Not killing people because their gay is not anti-Christian. CWA plays fast and loose with the truth. I once ordered a bit of their literature and received(unsolicited) a membership card. It was fun to testify in political hearings as a card carrying member of CWA. This is how the group could say it had such a large membership. Now maybe you could actually read the whole bill without the propaganda supplied by CWA. Try reading it from the perspective of a poor, uneducated woman who cannot get food or health care or may be subject to beating or honor killing by her or her husbands family.

    As per HR 2410

    On April 22, Secretary of State Hillary Clinton testified before the Foreign Affairs Committee that this adminstration "will protect the rights of women, including their rights to reproductive health care" including access to abortion.

    That was her response to section 334.

    Like much of the government policies, the wording is such that the average civilian sees it as a completely harmless item, when in fact it promotes abortion.

The CP in it's usual biased reporting has managed to take something that will benefit women all over the world and turn it into an anti-abortion diatribe. Amazing. I usually don't get involved in the abortion debate but really people, this is just too much. READ the document before you condemn it. THEN post the parts of it you disagree with before a blanket condemnation based on yellow journalism.
