U.N.: 1 in 6 Will Suffer from Chronic Hunger in 2009

The number of people suffering from hunger is projected to reach a historic high this year, according to new estimates published Friday by the Food and Agriculture Organization (FAO) of the United Nations.

And the boost to some 1.02 billion hungry people is not the consequence of poor global harvests but is caused by the world economic crisis that has resulted in lower incomes and increased unemployment, the agency said.

"A dangerous mix of the global economic slowdown combined with stubbornly high food prices in many countries has pushed some 100 million more people than last year into chronic hunger and poverty," reported FAO Director-General Jacques Diouf.

"The silent hunger crisis - affecting one sixth of all of humanity - poses a serious risk for world peace and security. We urgently need to forge a broad consensus on the total and rapid eradication of hunger in the world and to take the necessary actions," he added.

Though good progress was made in reducing chronic hunger in the 1980s and the first half of the 1990s, FAO reported that hunger has been slowly but steadily on the rise for the past decade. The number of hungry people increased between 1995 and 1997 and between 2004 and 2006 in all regions except Latin America and the Caribbean. But even in this region, gains in hunger reduction have been reversed as a result of high food prices and the current global economic downturn.

This year, mainly due to the shocks of the economic crisis combined with often high national food prices, FAO projects the number of hungry people is expected to grow overall by about 11 percent.

According to estimates, there are around 642 million suffering from chronic hunger in Asia and the Pacific, 265 million in Sub-Saharan Africa, 53 million in Latin America and the Caribbean, 42 million in the Near East and North Africa; and 15 million in developed countries.

FAO also noted that, unlike previous crises, developing countries have less room to adjust to the deteriorating economic conditions this year because the turmoil is affecting practically all parts of the world more or less simultaneously.

The economic crisis also comes on the heel of the food and fuel crisis between 2006 and 2008.

"The present situation of world food insecurity cannot leave us indifferent," FAO Director-General Diouf stated.

Josette Sheeran, executive director of the UN World Food Programme, meanwhile, warned of the enormous humanitarian crisis that the “rapid march of urgent hunger” continues to unleash.

“The world must pull together to ensure emergency needs are met as long term solutions are advanced," Sheeran added.

FAO, which drew its 2009 projections on analysis by the U.S. Department of Agriculture, will be presenting its 2009 hunger report, titled "The State of Food Insecurity in the World, SOFI," in October.

In the meantime, the agency is urging for safety nets and social protection programs to be created or improved to reach those most in need.

Regarding medium and long term solutions, FAO suggested that they lie in increasing production particularly in low?income food deficit countries.

"These countries must be assisted with the necessary technical and financial solutions and policy tools to enhance their agricultural sectors in terms of productivity and resilience in the face of crises," it noted.

Notably, 85.6 percent of people suffering from chronic hunger live in developing countries.

    Verses 18 to 20 show the second stage of discipline which is characterized by a continued lack of fellowship with the Lord, loss of national prestige and honor, a cessation of God's grace provision for the nation, and a great barrenness in the land.

    The third cycle, verses 21 and 22, includes great plagues, no control over natural enemies, a general inability to subdue the earth, the death of children, and the beginnings of great desolation among the people.

    In verses 23-26 chastisement becomes severe, with increased attacks by enemies, invasions by foreign powers. There is extreme economic adversity and poor productivity, even in the production of necessities, resulting in famine. Some national sovereignty remains, but invaders have ever-widening influence in all areas of life. There are increases in plagues and disease.

    The fifth cycle of discipline involves complete loss of personal and national sovereignty, the destruction of the family and the nation. Offerings to God are unacceptable. Nations which have undergone this destruction have experienced slavery, cannibalism, and the assimilation of its surviving citizens into other cultures.

    *Man is commanded not to devote himself to any selfish or to any worldly affection, but above all things to worship the Lord from celestial love, because if he is obedient, he will enjoy every spiritual blessing including states of peace and tranquillity, and protection in all his temptations. For the Lord will dwell with His people, and the active life of uses will prevail, since He has accomplished the work of redemption, vers. 1-13.

    *But, on the contrary, if the man of the Spiritual Church is disobedient and rejects the Lord and His Divine laws, then he will suffer from all kinds of calamities, which are described in order, vers. 14-39.


    *And yet all who, in their degraded state, confess their wickedness, and sincerely repent, will again be received by the Lord, since He has effected the work of redemption, and has, by means of the Word, supplied man with an abundance of truths adapted to every state of his life, vers. 40-46.

    Whom the Lord loves, He chastens, whether it is an individual, a city or community, or a nation. Because God loves the whole world, there has always been a lot of chastening going on. The history of the Jews as a nation is, in part, a story of the cycles of discipline and recovery they experienced throughout all their generations. There are many parallel lessons to be learned by individual believers regarding the way the Lord handles the individual and nation in Grace when either is disobedient.

    As the individual goes, so goes the nation. In order for a nation to avoid divine discipline, there must be at least some of its citizens who live in fellowship with the Lord. A question arises as to how many positive believers constitute a remnant, a "quorum". The answer is that at least some of the citizenry and some of the political leadership of a nation must be faithful believers and have enough influence to maintain the Divine Institutions in that nation. It's possible that the remnant could be very small if it is composed of the most influential and powerful citizens, such as kings, presidents, or other top political and business leaders. In a democracy, the remnant would probably have to be fairly large in order to have divine viewpoint influence in elections.

    The key is this: in order for a nation to survive there must be freedom and morality. These are vital for the preservation of national integrity and for the maintaining of the Divine Institutions of volition, marriage, family, and nationalism.


    The five "cycles" of discipline refer to the five levels, or increments, of chastisement which God brings on a nation which steadfastly refuses to repent of its immorality and live according to God's plan. When a nation at first very subtly begins to drift away from the Lord, indicated by a laxness in morality in many of its citizens and an indifference to the Word of God, the Lord begins the discipline with relatively gentle reminders in the form of a loss of peace, a reduction in prosperity, and so forth. At the other end of the scale, God allows the complete destruction of a nation which has defiantly ignored all levels of discipline. This destruction is analogous to the Sin Unto Death suffered by an individual who is intractable in his defiance of God (Nadab and Abihu, Saul, Ananias and Sapphira).

    LEVITICUS 26:14-29. This chapter provides a concise outline of God's warnings about the levels of punishment He will bring on the nation of Israel if they will not turn from their sinful rebellion. Discipline of the nation begins with relatively mild problems, including people's loss of inner peace and mental depression. There will be great fear and paranoia among the people, accompanied by lack of success in business and agriculture, poverty, sickness, and defeat in battle.
