'Law and Order SVU' Season 17 Episode 4 Spoilers and Episode 3 Recap: Whoopi Goldberg Guest Stars

In the upcoming episode of "Law and Order SVU" entitled "Institutional Fail," the official synopsis reads "A malnourished toddler is found wandering and leads police to another ill child from the same home. The investigation eventually lands the Department of Child Services in hot water. Meanwhile, Chief Dodds tells Benson to expect some changes at her squad."

In the preview of the episode, it seems that actress Whoopi Goldberg will guest star as Janette Grayson, a supervisor in the Department of Child Services who will be accused of orchestrating false reports that puts the blame on someone else.

In the promo for the episode, it shows the team as they deal with a conspiracy that goes really high in an institution that is supposed to take care of the children. Corruption runs rampant in the Department of Child Services as the people there point fingers at each other.

In the previous episode, it began with a teenage boy named Avery as he got up and got ready for school. He dressed up as a woman and he kissed his parents goodbye and he headed to his school. After school he went to the park. In the park, a group of kids surrounded him and started teasing and taunting him. A kid named Darius tried to take his camera and they struggled. Avery fell off the bridge accidentally while he and Darius struggled and he fell hard. The other kids recorded the event and ran off. Darius ran off as well.

Rollins and Carisi arrived at the scene and it was shown that Avery was not dead; he was merely in and out of consciousness. Witnesses talked to them and explained what they saw. Avery was called a tranny by the other kids. Fin and Rollins ended up finding some videos of the assault online and they tracked down the kid that uploaded one of the videos.

This led them to three boys named Keon, Marcus, and Darius. Darius was the one who pushed Avery off the bridge by accident. Darius' mother claimed that it was merely a misunderstanding and that her son was a good boy. Darius ended up in juvie and he asked Fin to give Avery a drawing that he made.

Avery died and Darius got charged with manslaughter and hate crime. The judge made an example out of Darius because after juvie, he will spend five years in prison, which saddens everyone including Avery's parents who knew that Avery would have forgiven Darius.

"Law and Order SVU" airs every Wednesday.
