Texas Police Officer Allegedly Pulled Over, Cuffed Then Raped 19-Y-O Woman and Ordered Her Not to Tell

In a revelation described as "a punch in the eye to the Police Department," a San Antonio, Texas, police officer was arrested early Saturday morning for allegedly raping a 19-year-old woman he had pulled over and placed in handcuffs while on duty.

According to a mysanantonio.com report, this isn't the first time officer Jackie Len Neal, 40, has been accused of sexual assault.

On Saturday, Neal was charged with felony sexual assault and released on a $20,000 bond.

Police Chief William McManus revealed that another woman had accused Neal of a similar charge a few years ago, but the specific date wasn't readily available. The case was dropped because the woman later refused to cooperate with the investigation. With the latest revelation, however, he said he has asked officers to see if the woman would be willing to cooperate now.

The arrest warrant alleges that Neal tailed a woman and pulled her over on Betty Street where she stepped out of her vehicle. Neal then turned on his overhead lights and told her to get back inside and she complied leaving the door to her car open.

Neal told the woman that he was following her because the car she was driving was reported stolen. The woman responded to his information by showing him a sales receipt for the car. It was not confirmed if the vehicle was indeed reported stolen.

The officer then instructed the woman to get out of the vehicle for a pat down. The woman reportedly expressed discomfort with the idea and requested that a female officer pat her down, but her request was ignored.

As he moved his hands over the woman's body, according to the affidavit, Neal allegedly groped her then placed her in handcuffs and escorted her to the back of his patrol car where she was raped and told not to tell anyone.

Neal was arrested about 2 a.m. Saturday.

"I can't express in words how disappointed and angry I am about this. I am at a loss for words," McManus said. "I am outraged. This is a punch in the eye to the Police Department."

He explained that even if the sex was consensual, the Police Department, prohibits sexual intercourse for officers on duty.

"There is no such thing a[s] consensual sex on duty," he said. "I feel silly even saying that we won't tolerate it. Of course we won't tolerate it. There is no gray area. This is a criminal offense," he added while praising the 19-year-old woman for her bravery.

"I praise the victim for having the courage to come forward and having the confidence in the SAPD to handle the case effectively," he said.

It was also revealed that Neal was suspended for three days in September for breaking police protocol when he dated an 18-year-old member of the Police Explorer program two years ago. The program seeks to encourage people 14- to 21-years-old to consider a career in law enforcement.
