Telegram, a cloud-based encrypted instant messaging platform headquartered in Dubai, was included in the 2024 Dirty Dozen List.
According to NCOSE, Telegram "facilitates multiple forms of image-based sexual abuse — including deepfake pornography, nonconsensual distribution of sexually explicit material (sometimes called 'revenge pornography'), and sexual extortion ('sextortion')."

"The platform is also rampant with child sexual abuse material (CSAM) and grooming of minors," stated the group. "Telegram's glaringly inadequate and/or nonexistent policies, coupled with adamant refusal to moderate content, directly facilitate and exacerbate sexual abuse and exploitation on the platform."
