According to the latest speculations that emerged from the House of Cards' set, the show's season 4 premiere will not coincide with next year's presidential elections. NetflixLife recently posted an article that said that the TV show will not be delayed until the presidential elections happen in 2016.
In the past, Netflix originals are mostly released with a gap of two weeks to a month, at most. Still, Netflix didn't make any announcements yet regarding House of Cards' release date.

According to Deadline, Neve Campbell will join the cast as a series regular, and will be one half of the new couple of the show.
