Scott Schneider, a Texas attorney who handles Title IX lawsuits, argued that Trump’s executive order has no “real practical significance.” The attorney expressed doubt that the order would have a real impact unless certain actions were to take place, such as a change in Title IX. 

"Trump is giving his opinion about his interpretation of Title IX," Schneider said in a statement to USA Today. "Ultimately, it's an issue that is in litigation and in which courts have taken certainly contrary views to what's in that executive order."
