Former San Antonio mayor Julian Castro, who also once served as the secretary of Housing and Urban Development during the Obama administration, is expected to officially announce his plan to run on Jan. 12.

Since he left the Obama administration, Castro helped to found a liberal political action committee named Opportunity First and had a memoir published last October.

“Growing up in Texas, America wasn't just my home, my country, it was also a promise,” said Castro in a speech posted to YouTube.

“A promise that my family could have a better life. My grandmother, Victoria, came he when she was just 7 years old. She never made it past the fourth grade, but she taught her family the value of hard work.”
