4. SB 38 — Expedites eviction cases, removal of “squatters” 

Aimed at expediting landlord eviction cases, Senate Bill 38 established a revised process to assist property owners amid a sharp rise in eviction filings following COVID-19 moratoriums and other relief programs.

Under SB 38, procedures in justice courts can be expedited to deal with unauthorized occupants — or “squatters” — while leaving in place prior notice and court rights for tenants.

Critics of SB 38, however, warn the law could exacerbate the state’s homeless problem and overwhelm local shelters, food banks and government services across Texas.
