1. First elected to the House by defeating Republican incumbent by double digits

Phillips was one of several Democrats elected to the U.S. House of Representatives in 2018, when Democrats took control of the House from Republicans by capturing 235 out of 435 seats. Phillips flipped Minnesota’s 3rd Congressional District from red to blue by capturing 55.7% of the vote to Republican incumbent Erik Paulsen’s 44.3%. 

Since then, Phillips has easily won re-election. In 2020, he won re-election by roughly the same margin against a different challenger and secured an even larger margin of victory when running for a third term in 2022. Last year, Phillips captured 59.5% of the vote when running in a slightly different version of the 3rd District, redrawn following the 2020 U.S. census. Phillips’ district has been anchored in the Minneapolis-St. Paul Metro Area, where most of the state’s population lives, throughout his tenure.
