Meanwhile, Penguin (Robin Taylor) is seen basking in the glory of criticizing the GCPD. Having seemingly returned to the top spot of the city, he condemned the police for the spate of "monsters" crawling the city. Bruce Wayne's (David Mazouz) investigation of the Court of Owls looked compromised as he confronts a seemingly familiar face behind the mask.

Ivy Pepper's changes

Ivy Pepper (formerly played by Clare Foley, now Maggie Geha) is also set to return to "Gotham" Season 3 Episode 2. She's aged, both physically and mentally. Fans would recall that in the previous "Gotham" season, Ivy accidentally stumbled upon Fish's lair, where her best friend Selina is now party to. After Ivy told Fish she would tell on her, Fish ordered Marv, her underling who has the ability to age people to death, to kill Ivy. But she manages to run away, stopping her further aging, before falling down a water main and losing consciousness.

In an interview with TVLine, Maggie Geha talked about Ivy's transformation from a street rat to a young woman. She said this sudden transformation will bring out a strong confidence in her, which eventually brings out her dark, manipulative side in "Gotham" Season 3. But the newly blossomed woman is pissed at her best friend, Selina Kyle, who she believes abandoned her during her time of distress. Now that Ivy knows Selina is working for Fish, will we see a future Selina vs. Ivy combat?

She warned that the new Ivy does not like anybody, and looks at people like "the plague of the earth." This transformation is crucial to her transition to becoming the villainess Poison Ivy.

"Gotham" Season 3 Episode 2, "Burn the Witch," will air Monday, Sept. 26!
