Defunding Planned Parenthood, border security: 5 provisions in the Big Beautiful Bill

1. Defunding Planned Parenthood
Section 44126 of the House bill declares that no federal funds that “are considered direct spending and provided to carry out a State plan under title XIX of the Social Security Act or a waiver of such a plan shall be used to make payments to a prohibited entity for items and services furnished during the 10-year period beginning on the date of the enactment of this Act.”
The legislation defines a “prohibited entity” as a nonprofit organization that “provides for abortions.” Planned Parenthood, the nation’s largest abortion provider that receives $700 million in federal funding a year, falls into this category.
Section 71115 of the Senate version of the Big Beautiful Bill Act contains nearly identical language with one difference. Instead of lasting 10 years, the prohibition on federal funding for abortion providers only lasts one year.
This did not sit well with Kristan Hawkins, president of the pro-life advocacy group Students for Life of America, who expressed her disappointment with the Senate version of the Big Beautiful Bill Act in an X post on Saturday. “Apparently, the Senate GOP isn’t looking at the Election Calendar, as defunding for only one year guarantees a fight next spring before midterms, a political mistake for them … as well as a moral one,” she wrote.
