U.N. Secretary-General António Guterres expressed concern that the strike violated international law and the U.N. Charter, according to Reuters.
His spokesperson said the secretary-general was “deeply concerned that the rules of international law have not been respected.”
The U.N. Charter prohibits the threat or use of force against the territorial integrity or political independence of any state. Guterres warned that the U.S. action “constitutes a dangerous precedent,” as the military operation was carried out without authorization from the Security Council.
Colombia, with backing from Russia and China, requested the emergency session. The Security Council had previously convened twice in late 2025 amid escalating U.S.-Venezuela tensions.
